Mix the potatoes with garlic powder, paprika, salt and pepper, and half of the olive oil in a bowl. Place on a foil-lined baking sheet and cook in the oven for 20 minutes.
In the meantime, in a non-stick pan, heat the remaining oil over medium heat; sauté the onion and pepper for 6 to 10 minutes, or until they are soft and golden brown. Set aside.
Add the sausage to the pan. Flip the potatoes using a spatula. Cook for 10 minutes and then flip the sausage and cook to an internal temperature of 155°F using a thermometer. Let rest for 2 to 3 minutes, then slice into bite-sized chunks.
Mix the sausage with the potatoes, onions, and peppers. Top with cheese and bake in the oven until the cheese is melted (about 5 minutes). Serve with crusty bread.
