Cook the rice according to the directions on the package. Once the rice is cooked drain any excess water if needed. Season with salt and pepper.
Heat a saute pan over medium high heat. Once hot, add the oil. Saute the carrots, cabbage, onion, garlic, and ginger until the vegetables start to soften and caramelize. Crumble in the turkey, brown well while breaking it up into smaller pieces until it is no longer pink.
Stir in the rice, soy sauce, rice wine, and sesame oil. Saute until everything is blended together well. Season with salt and pepper to taste.
For the dumplings: cook according to the direction on the package.
Garnish the stir fry with scallions, sesame seeds, and cashews. Serve with dumplings.
