Heat a sauté pan on medium heat. Once hot, add the oil. Sear the shrimp on both sides, then remove from the pan and set aside.
Add the onion, peppers, garlic to the pan (use a little more oil if needed). Sauté until soft and starting to brown. Stir in the lime juice, broth, and tomato. Bring to a simmer to build flavor.
Once flavor builds, season with salt and pepper to taste. Add the shrimp back to the pan. Stir in the flour/water mixture a little at a time as need to thicken the sauce to a creamy consistency. Then remove from the heat.
