In a pot on medium heat brown the ground beef while breaking it into smaller pieces with a spatula. Add the chili powder, cumin, paprika, crushed tomato, and chicken broth. Let simmer on low until you are ready to serve. Season with salt and pepper to taste.
In the meantime, grill the hot dogs. Partially slice the roll halfway thru but not all the way. Scoop out a little of the inside of the bread to create a pocket.
Place the hotdogs on the roll, top with chili and cheese. Then place them on a baking sheet and melt the cheese underneath the oven broiler on low.
