Preheat the oven to 375°F. Line a baking sheet with parchment paper.
In a bowl, combine flour, sugar, baking powder, and salt. Smash in the butter with a fork or your fingers.
Mix in the milk a little at a time; stir using a rubber spatula just until slightly sticky dough forms. Gently knead the dough, sprinkle with flour as needed to prevent sticking until a soft dough has formed.
Portion the dough evenly onto the prepared baking sheet. Brush the top with melted butter. Place into oven and bake for 12-15 minutes, or until cooked in the center and serve. A toothpick inserted into the center should come out clean.
