Heat the oil in a pot over medium heat. Once hot, saute the onion and garlic until golden brown. Crumble in the ground turkey, chili powder, and cumin; breaking the chicken up into smaller pieces. Stir in the flour, and mix everything together. Adjust the spices as needed and season with salt and pepper.
Add the broth, corn, beans, salt and pepper. Simmer for about 25 minutes covered with a lid.
Taste and adjust the seasoning with salt and pepper. Once it is very flavorful remove from the heat. Garnish with cheese, cilantro, and chili's (if using). Serve with tortilla chips.
