Heat 1/2 of the oil in a non-stick pan over medium heat.
Sauté the onion and peppers until they start to soften, about 4-6 minutes. Then add in the turkey, chili powder, paprika, garlic powder, cumin, and season with salt and pepper. Brown the turkey, breaking it up into smaller pieces. Add 1/4 cup of water and simmer until most of the liquid evaporates.
Spread the cheese onto the tortilla and top with turkey mixture then fold the tortilla in half.
Add some of the remaining oil as needed to a non-stick pan over medium heat.
Place the quesadilla in the pan and cook on both sides to golden brown. Repeat for other portions.
For the sauce: whisk all ingredients in a bowl. Season with salt and pepper to taste.
Cut into wedges. Serve with sauce on the side.

Pro Tip - watch the heat, don't be afraid to use a lower temperature so that the outside gradually comes to a golden brown while the cheese is melting.
