Heat a nonstick pan over medium heat. Once hot, add the oil. Brown the ground turkey along with the cumin, garlic powder, paprika, and chili powder. Break up the turkey into smaller pieces using a spatula. Add the water and beans, bring to a simmer so the flavors all blend together. Season with salt and pepper to taste.
Arrange the tortilla chips and lettuce on a plate, topped with ground turkey, onions, tomatoes, cheddar cheese, sour cream, and avocado. Drizzle with hot sauce if desired.
