Make the bean dip: Add all the ingredients to a blender or food processor, and blend until smooth. Season with salt and pepper to taste.
Prep toppings per the instructions above.
Preheat the oven broiler on low.
Make the beef: Heat a nonstick pan over medium heat. Once hot, add the ground beef, onion powder, cumin, garlic powder, paprika, and chili powder. Break up the beef into smaller pieces using a spatula. Once the beef is no longer pink, drain any excess grease. Season with salt and pepper.
Place the tortilla chips on a baking sheet. Spoon the beef over the tortilla chips, and top with bean dip and cheese. Broil until the cheese has melted.
Serve: Remove nachos from the oven and top with tomato, jalapeno (if using), avocado, sour cream, and scallions. Enjoy with a cold beer.
