Preheat broiler on low.
In a small bowl, beat the cream cheese, scallions, dill, salt, pepper, cayenne (if using), lemon zest, and lemon juice.
Place bread slices on baking sheets. Broil for 1-2 minutes on each side or until lightly toasted. Spread with cream cheese mixture; top with lox.
Prep the carrots per the instructions above.
Mix all the ingredients for the spritzer. Serve over ice if desired.
Serve the salmon toast, garnish with chives and dill, enjoy with carrot sticks and ranch, and spritzer.
