Preheat a panini style grill. Lightly grease with nonstick spray.Alternatively, use a nonstick pan on medium heat with a lid.
For the aioli: Whisk all of the ingredients together in a bowl. Season with salt. Taste and adjust any of the ingredients as needed. Set aside.
In a bowl mix the beef, chili powder, garlic powder, paprika, cumin, and salt. Then form into equal patties to fit the size of the naan.
Heat a saute pan on medium heat. Brown the beef on both sides about 2 minutes per side. Then remove from the heat.
Layer the naan with cheese, beef, tomato, avocado, seasoned with salt and pepper. Cook on the panini grill (or in a non stick pan) until golden brown and the cheese has melted.
Cut in half and serve with tortilla chips and aioli.
