Cook the rice according to the instructions on the package. Once cooked, drain any excess water if necessary and season with salt and pepper to taste. Cover with a lid to keep warm and set aside.
In a non-stick pan over medium heat, Add the ground beef, cumin, garlic powder, paprika, and chili powder. Break up the beef into smaller pieces using a spatula. Season with salt and pepper to taste. Once it is mostly browned, add 1/4 cup of water and simmer for 6 minutes.
Spread the cheese over the beef, cover with a lid to melt.
Mix the corn and black beans, season with salt and pepper.
Serve the beef with rice, lettuce, tomato, chips, and sour cream.
