Preheat a non-stick pan over medium heat. Preheat the oven broiler on high.
Mix the ground beef, breadcrumbs, milk, pepper, onion, jerk seasoning, garlic powder, and cumin together in a bowl. Dampen your hands with water and roll the mixture into equally sized balls.
Place the meatballs in the pan and brown on all sides until a golden brown crust starts to form. Remove from the heat and thread the meatballs onto the skewers.
In a pot of boiling water, cook the couscous according to the directions on the package. Drain well, then add butter, lime zest, thyme, and season with salt and pepper. Cover with a lid and set aside to keep warm.
Place the skewers on a foil-lined baking sheet and under the broiler flipping over to cook through, about 2-3 minutes per side. Warm the pita bread under the broiler briefly, about 1 minute then drizzle with oil and season with salt and pepper. Cut into wedges.
Serve with skewers with couscous and pita, garnish with cilantro.
