Preheat a skillet over medium-high heat. Add ground beef and stir to break down beef into tiny pieces, browning well. Drain some of the grease. Stir in the onion powder, garlic powder, paprika, cornstarch, salt, and pepper.
Stir in the water, milk, and macaroni. Simmer until the pasta is tender. Refer to the instructions on the package for cooking time.
Once tender, stir in the cheese until melted and the sauce is creamy. Season with salt and pepper to taste.
Toast the bread then spread it with butter.
Serve the hamburger helper with bread and apple juice.
