In a large bowl, mix together the ground beef, breadcrumbs, milk, Worcestershire sauce, garlic powder, and salt and pepper. Form the meat into an evenly elongated loaf and place on a parchment paper lined baking sheet.
In a bowl, whisk the ketchup, vinegar, and soy sauce. Lather the outside of the meatloaf with the mixture.
Cook the meatloaf in the oven for 30-40 minutes or to an internal temperature of 150°F using a thermometer. Remove from the oven and let meatloaf sit 2-3 minutes before slicing.
Serve with dinner rolls.
