Season both sides of the tilapia with salt and pepper. Drizzle with oil and lime zest. Broil to an internal temperature of 125 degrees using a thermometer. (keep a watchful eye using the broiler so the fish doesn't burn and dry out)
Heat a sauté pan on medium heat. Once hot, add the remaining oil. Saute the garlic until golden brown. Stir in the broth, coconut milk, and lime juice. Bring to a simmer until it reduces and thickens to a smooth consistency. Season with salt and pepper. Remove from the heat and stir in half of the cilantro.
Spoon the sauce over the tilapia and serve with bread. Garnish with cilantro.
