In a pot on medium heat brown the ground beef while breaking it into smaller pieces with a spatula. Add the chili powder, cumin, paprika, and tomato. Let simmer for about 15 minutes while occasionally stirring. Season with salt and pepper to taste.
In the meantime, grill the hot dogs. Partially slice the roll halfway thru but not all the way. Scoop out the inside of the bread to create a pocket.
Place the hotdogs on the roll, top with chili, cheese, and onion. Serve with chips and pickles.
