In a pot of salted boiling water, cook the noodles according to the directions on the package. Drain well.
In a small bowl, mix together soy sauce, oyster sauce, sesame oil, sugar, and black pepper. Set aside.
Heat half of the vegetable oil in a wok or large skillet over high heat. Add the chicken slices and stir-fry until lightly browned. Add the remaining vegetable oil, along with the onions, bell pepper, carrots, cabbage, and minced garlic. Stir-fry for about 2 - 3 minutes until the vegetables are crisp-tender.
Pour the sauce mixture over the chicken and vegetables. Stir-fry for another minute to coat everything evenly.
Add the cooked noodles to the pan and toss well to combine with the chicken and vegetables.
Remove from heat and garnish with scallions.
Bring a pot of water to a boil. Steam the broccolini over boiling water for 3 - 4 minutes or until tender-crisp. Season with salt and pepper.
Mix together the coconut water and lime.
Serve the chow mein with broccolini, fortune cookie, and coconut lime water.
