For the crackers: Preheat the oven to 400 degrees. Mix the flour, rosemary, pepper, salt, sugar, and olive oil in a bowl until combined well. Add the water a little at a time just until the dough starts to stick together. Press the dough together gently with your hands to form a ball. Let the dough rest for about 10 minutes. Roll out the dough about a 1/4 of an inch thick. Once it’s rolled, place it on a parchment paper lined baking sheet and cut it into whatever shapes you would like. Bake for 5 minutes then flip each cracker piece and bake another 5 minutes. Turn the oven off and let the crackers sit in the oven for 10 to 15 minutes to really dry out and get crispy.
Arrange everything on a plate or platter and serve. Drizzle the burrata with olive oil and season with salt, pepper, and red pepper flakes.
