Preheat the oven to 375 degrees.
In a large pot of boiling water, cook the cabbage leaves until flexible, about 30 seconds. Remove and set aside.
Bring the tomatoes, broth, tomato paste, vinegar, and thyme to a simmer. Season with salt and pepper.
Heat a saute pan on medium heat. Once hot, add the oil. Saute the onion, carrot, and garlic until the vegetables start to soften. Place in a bowl and mix well with ground beef, Worcestershire sauce, salt, and pepper.
Evenly distribute the filling into each cabbage leaf, then gently roll up tight, tucking in the sides as you roll. Place the rolls seam side down into the sauce. Cover with a lid or foil and place in the oven.
Cook until the cabbage rolls reach an internal temperature of 160 degrees using a thermometer.
Spoon 1 - 2 tablespoons of the sauce over the cabbage rolls. Serve with bread.(Save or freeze any extra sauce for future use if desired)
