Place the peanuts in a food processor and process until finely chopped. Add paprika, onion powder, ginger, pepper flakes, and garlic powder; pulse together until combined.
Place the sliced beef in a bowl. Drizzle with 1/2 the oil. Add the peanut mixture and toss together. Refrigerate for 15 minutes.
Heat the rest of the oil in a nonstick pan over medium-high heat. Add the beef and saute, about 8 - 10 minutes, turning occasionally. Serve with onion, tomato, and parsley. Sprinkle with salt over the top if desired.
