In a non-stick pan over medium heat, brown the ground beef breaking it up into smaller pieces with a spatula. Add in the potatoes, onion, peppers, garlic, and cumin. Season well with salt and pepper.
Cook for about 5 minutes, until the vegetables are soft. Add the wine, tomatoes, raisins, capers, and olives cover with a lid and simmer for 15 minutes.
Remove the lid. Check the potatoes are soft (a fork can easily pierce into the potato). Taste and adjust the seasonings however needed. Simmer for another 3-5 minutes to evaporate excess liquid and concentrate the flavor. Serve.
